Could a pair of underwear floating in the sea be able to stop the propeller of my motorboat n cause damage?

My speedboat engine was sputtering and when i inspected it, I found a pair of men's briefs wrapped around the propeller... I wonder if that is the cause of the malfunction or could it be the kelp again? Problem is, i didnt spot much kelp around this time..
