Question about budget?

Can anyone explain something that is puzzling me about the national minium wage? Apparently its being lowered by 1 euro an hour as part of Irelands vast cutbacks. But how does this save the government money, surely it only saves the employers money. Maybe its just me being dim but would be grateful if anyone could shed any light on this?
