I'm trying to find my birth father. He lives in Romania. Can you help?

I haven't seen him since I was 10 or 11. He lives in TG-Jiu, Romania. Last I heard he was looking for me. I'm ready to speak to him but all I know is his first and last name. I won't ask my mom about him because we don't speak. She's a bad person. I don't want to pay an investigator to do it because they are pricy. What's the easiest way to find him? I live in te States.
