Why Democrat House need to introduce a resolution to declare Hawaii the birthplace of Barack Obama?

A more interesting question is why didn't any Republican have the guts to vote against it? It ped unanimously. A few Reps pander to the wacko "birthers" in the right fringe of their party, but nobody would do so on the record.
